SCENE: Connecting Communities with Capital in Scotland's Renewable Energy Market

Introduction

 

In late October 2010, two researchers hiked through the hills of Arthur's Seat in Edinburgh, discussing the failures of top-down development aid. One, Dr. Julian Graef had just returned from Liberia, where he had studied the Carter Center's Community Legal Advisor program and reached a conclusion that would prove formative: local leaders, given the right knowledge and outside support, could solve resource challenges more effectively than distant institutions imposing solutions from above. The other, Dr. Phillip Bruner a researcher of energy economics and politics at the University of Edinburgh, heard in this insight a transferable principle. If localism could work for legal empowerment in post-conflict West Africa, could a similar approach work for localizing energy systems? Could local communities in Scotland own and profit from the wind and water resources on their doorstep, rather than watching the benefits flow to distant shareholders?

 

That evening, Bruner drafted a proposal for a new kind of network: one that would connect local organizations with private investors, share case studies of successful projects, and provide the commercial advisory services that community groups lacked. His first attempt at a name—Inter-City Advocates for Rural & Urban Sustainability—spelled ICARUS. Perhaps not the best choice. He slept on it. By morning, a better name had arrived: the Sustainable Community Energy Network, or SCENE.

 

What followed was a four-year journey through one of the most complex market environments in British energy policy—a landscape shaped by feudal land ownership patterns, overlapping government incentive schemes, European State Aid rules, and the structural mismatch between the pace of community decision-making and the demands of commercial project finance. SCENE would build a team, host a landmark investment forum, survey over three hundred local energy projects, secure a development partner and angel investment, and deliver a handful of renewable energy projects in the Scottish Highlands and beyond. But the venture would also confront a set of challenges that reveal, with unusual clarity, the gap between an elegant social thesis and the messy realities of building a commercially viable enterprise in a politically contested market.

 

The Opportunity: Scotland's Energy Trilemma

 

The World Energy Council's "energy trilemma" frames three interdependent goals: energy security, energy equity (affordability), and environmental sustainability. For the founders of SCENE, locally owned renewable energy appeared to address all three simultaneously. Unlike fossil fuels—finite, territorially contested, and concentrated in the hands of large corporations—solar and wind resources are free, abundant, and can be generated and owned by the communities that use them. Scotland, with some of the richest renewable energy resources in Europe, seemed an ideal proving ground.

 

Yet the political economy of Scottish energy was anything but simple. Approximately 1,500 landholdings accounted for nearly seventy percent of all land ownership in Scotland, a concentration rooted in pre-capitalist feudal succession laws that persisted into the twenty-first century. The Crown Estate and the Church of England ranked among the UK's largest single landowning entities and stood to benefit disproportionately from large-scale wind developments. When massive offshore oil reserves had been discovered in the North Sea in the early 1970s, Scotland's governing party had campaigned to claim extraction rights exclusively for the Scottish people—and lost. The pattern was repeating with renewables: most of the benefits from large-scale onshore and offshore wind farms remained in the hands of a small number of private companies and their shareholders, leaving local communities out of the equation.

 

The Scottish Government's Low Carbon Economic Strategy (2010) sought to change this. Scotland pledged to meet one hundred percent of electricity demand from renewable sources by 2020—far exceeding the UK Government's fifteen percent target. At the local scale, the government set a target of 500 MW of community and locally owned renewable energy by 2020, modest by comparison with Denmark and Germany, but backed by a genuine funding architecture.

 

The Policy Toolkit: CARES, FITs, and Tax Relief

 

The centerpiece of Scotland's local energy program was the Community and Renewable Energy Scheme (CARES), launched in 2009 with an initial £13.7 million grant pool administered by Community Energy Scotland (CES), an independent charity established in 2008. CARES loans could cover up to ninety percent of the costs of obtaining planning permission for projects under 5 MW capacity, with up to £150,000 available per project. If planning consent was granted, the loan was repayable at ten percent interest over a typical ten-year horizon. If consent was denied, the loan was written off by the Scottish Government—an innovative risk-sharing mechanism that effectively subsizied the downside of early-stage development.

In parallel, the UK Government's Feed-in Tariff (FIT) provided per-kilowatt-hour payments for electricity generated by certified renewable sources up to 5 MW, comprising both generation tariffs and export tariffs for surplus power fed back to the national grid. For small-scale hydro and wind projects, the economics were compelling.

 

However, a critical regulatory shock disrupted this framework. The European Commission ruled that the combination of CARES loans and FITs violated de minimis State Aid rules, which capped public funding for any single organization at £200,000 over three years. The ruling had three immediate consequences: projected internal rates of return for CARES-funded projects fell by roughly four to six percent; community organizations in receipt of CARES loans could no longer attract private capital on competitive terms; and the market split—local for-profit businesses ineligible for CARES could still access FITs, while non-profits receiving CARES could not.

Into this gap stepped a further opportunity.

 

The UK Government's Seed Enterprise Investment Scheme (SEIS) and Enterprise Investment Scheme (EIS) offered individual investors income tax relief of fifty percent and thirty percent respectively on qualifying early-stage investments, with capital gains tax exemptions for shares held three years or longer. If renewable energy projects could be structured as limited companies—Energy Service Companies, or ESCOs—their equity could qualify for SEIS and EIS relief in addition to FIT revenue, potentially generating projected returns of twenty to thirty-six percent for early-stage investors on sub-5 MW hydro and wind projects. Unlike CARES, these tax reliefs were not classified as direct public payments and therefore did not trigger State Aid restrictions.

 

The Market Gap

 

Community Energy Scotland, the charity charged with administering CARES, was staffed predominantly by former employees of Highlands & Islands Enterprise—experienced in grant-making and community liaison, but not in renewable energy project development, financial modeling, or private capital markets. CES could help organizations apply for loans and navigate planning processes, but it could not prepare them for investor scrutiny. Bruner identified a clear gap: no commercial organization in Scotland was specializing in making local energy projects "investor-ready"—creating business plans, building financial models, structuring ESCO vehicles, and brokering introductions to high-net-worth individuals who might invest through SEIS and EIS.

 

Market research reinforced the thesis. The founder's own financial modeling suggested that small-scale hydro and wind projects in the 250 kW to 1.5 MW range could deliver IRRs of twelve to eighteen percent for early-stage equity investors if an effective intermediary could reduce transaction costs and de-risk the process. A 2010 report by the Scottish Agricultural College and CES had identified 1,200 MW of untapped hydro potential across Scotland, concentrated in the Highlands, Orkney, Shetland, and the Hebrides. At the end of 2011, Scotland had 4,796 MW of installed renewable electricity capacity, contributing almost forty percent of the UK's total renewable output. The Scottish Government still needed to deliver a minimum of 373 MW of locally owned energy to reach its 500 MW target.

 

The UK Green Investment Bank, established in 2012 with £2.3 billion in public capital, offered no solution for the local market. The GIB's investment decisions systematically favored larger projects sponsored by established corporate entities—between its launch and the end of 2015, only £9.4 million of its deployed capital went toward small-scale hydroelectric projects in the Scottish Highlands, out of a total portfolio valued at approximately £10 billion. Commercial banks, constrained by Basel II capital requirements, were similarly ill-suited to financing projects below a roughly 25 MW capacity threshold. For sub-5 MW community energy, the predominant funding source remained public grants—unless someone could build a bridge to private capital.

 

Building the Venture

 

Bruner recruited co-founders through the University of Edinburgh Business School, where he had been working as a teaching assistant and part-time lecturer for the Carbon Finance MSc programme. A call for interns, circulated through faculty email lists, yielded eight applicants. Two postgraduate students—one with engineering expertise, the other with energy systems experience—stood out for their ability to engage dynamically with the financing challenges Bruner posed during interviews. With a team of three, SCENE began to take shape.

The immediate challenge was credibility. SCENE had no track record, no funding, and no clients. Bruner's strategic response was to organize an event. Drawing on funding from the Climate Challenge Fund and venue support from the University's Public Policy Network, SCENE convened the first Sustainable Community Energy Investment Forum at the University of Edinburgh on 6 October 2011. The program brought together approximately eighty participants—representatives from banking (Triodos Bank), legal services, community organizations (Portobello Transition Town), academia (the Universities of Edinburgh and St Andrews), and the Edinburgh Centre for Carbon Innovation. Bruner chaired a panel session under the title "Co-founder & Managing Director" of SCENE—a deliberate credibility-building exercise for an organization that did not yet have paying customers.

 

The forum yielded critical market intelligence. Local leaders reported difficulty choosing and structuring private-sector partnerships. Legal complexity was a persistent barrier, with bespoke advice required for each project's unique combination of location, land ownership, and stakeholder relationships. Participants confirmed demand for standardized learning from successful projects, and several endorsed the ESCO model as a vehicle for bridging community governance structures with private-sector efficiency. Perhaps most importantly, the event produced an unexpected introduction to a senior partner in a commercial law firm—a connection that would later prove instrumental.

 

Validation and Product Development

 

With ECCI providing office space and early funding, SCENE commissioned a survey of local renewable energy organizations across Scotland. Conducted from December 2011 to March 2012, the survey targeted 314 locally led projects and received 97 responses. Of these, nearly thirty-six percent—representing approximately 180 MW in production capacity—were actively seeking early-stage access to funding, implying a market demand of roughly £145 million. Parallel online research identified approximately 1,200 local organizations active in the Scottish renewable energy sector, concentrated heavily in the rural Highlands and Islands.

 

The team developed plans for SCENE Connect, an online portal that would serve as both a knowledge repository of successful project case studies and a matchmaking platform between local project promoters and private investors. ECCI funding supported an initial prototype. However, the fundamental question of whether community organizations—particularly those in remote, digitally underserved locations—would willingly share project information with private investors through an online platform remained unanswered.

 

Partnerships and Revenue

 

SCENE's revenue model combined two streams: consultancy fees at market rates (£500–800 per person-day) for investment readiness services—business plans, financial models, cash flow projections—and a five percent introductory fee on equity investments successfully placed into local projects. The venture aimed to bring forward a pipeline of twenty local renewable energy projects in its first year.

 

The introduction from the law firm partner led to a partnership with Sustainable Heat & Power Ltd (SHPL), a turnkey project development company specializing in local-scale renewable energy and sustainable heating. SHPL brought technical capabilities that SCENE lacked: feasibility assessment, planning permission expertise, grid connection negotiation, equipment procurement, and project management for small-scale hydro and wind installations.

 

The combined proposition—SCENE's market access and investment structuring paired with SHPL's engineering and development expertise—attracted a high-net-worth individual who invested working capital sufficient to fund one year of operating expenses across both entities. The investment qualified under the SEIS tax relief scheme.

 

Outputs and Outcomes

 

With working capital in place, SCENE delivered a series of projects with mixed results. The venture supported Lesmahagow Development Trust in acquiring a twenty-five percent community equity stake in a 2.5 MW farm-based wind project, financed through the Scottish Government's RE Investment Fund via CARES. It was commissioned by a Perthshire community organization to plan a potential buyout of the Bandirran Wind Farm—a project that could have created one of the largest community renewables developments in the UK, but which was ultimately cancelled due to technical and planning complications. SCENE provided technical feasibility services to the James Hutton Institute's post-carbon farm demonstrator at Hartwood, encompassing mine-water geothermal heating, anaerobic digestion, wind, and solar generation. And it secured funding from the Scottish Government's International Development Small Grants Programme for Towards Resilience, a project addressing end-of-life renewable energy technology in Odisha, India—work that evolved into Urjaa Samadhan, an Indian social enterprise focused on last-mile energy service delivery.

 

The Challenges

 

Despite these accomplishments, SCENE struggled to achieve commercial scale. Several structural factors conspired against it. The deliberative, consensus-driven decision-making style of community organizations—development trusts, co-operatives, charities—operated on timescales fundamentally incompatible with the urgency of commercial project finance. Projects that might have closed in months under corporate governance took years to progress through community deliberation processes.

 

Incumbent organizations in the Scottish energy ecosystem—both government-funded bodies and established private-sector players—proved territorial. Community Energy Scotland, the primary gatekeeper for CARES funding, occupied an advisory role that overlapped with SCENE's value proposition but lacked the commercial focus to serve the same need. Third-sector organizations were skeptical of commercially driven initiatives, while private-sector development companies viewed SCENE as a competitor rather than a complementary partner. The anticipated network effects of collaboration failed to materialize.

 

The SCENE Connect platform never achieved critical mass. Community organizations in the Highlands and Islands—where the richest project pipeline existed—were often the least willing to share project information digitally and the most difficult to reach through conventional marketing channels. The social network model that the founders had imagined scaling from Scotland to England, Wales, and beyond remained aspirational.

 

Epilogue

 

SCENE transitioned from a commercial venture to a social enterprise and continues to operate in the local renewable energy market, as well as in ICT product innovation in the UK and international markets. The community energy sector it sought to serve has, in the intervening years, grown substantially—Scotland's CARES program has now supported over 800 projects and more than 1,000 organizations with over £61 million in funding. In early 2025, the UK Government announced up to £1 billion in new funding for community energy through Great British Energy's Local Power Plan, describing it as the largest public investment in community energy in British history. The structural challenges that SCENE encountered—the tension between community governance and commercial efficiency, the difficulty of building private-sector bridges in a grant-dependent market, and the deeply territorial dynamics of Scotland's political economy—remain live issues for the next generation of social entrepreneurs working to democratize energy ownership.
